In a bold move toward accelerating climate action, Elimini—a carbon removal pioneer committed to eliminating carbon for good—has joined forces with Greater Copenhagen’s public utility, HOFOR, in a strategic development partnership that could reshape the region’s energy and climate landscape. The two organizations have signed a Joint Development Agreement aimed at transforming one of Denmark’s largest power stations into a hub for carbon removal innovation.
At the center of this partnership lies the famous Amagerværket combined heat and power plant in Copenhagen. A recognizable presence on the city’s horizon and a pillar of its energy system, the plant has served Copenhagen for many years by offering electricity and heat. Now, there is a new page to turn. The emphasis is on Unit 4 (AMV4), which the partners intend to develop as a large-scale BECCS—bioenergy with carbon capture and storage—plant. This shift would allow the plant not only to continue generating renewable electricity and heat but also to remove permanently significant amounts of CO₂ from the atmosphere.

The scale and ambition of this project are significant. Currently, the Amagerværket station produces 9,900 terajoules of heat annually—about a quarter of all district heating in Copenhagen—while also generating 670 GWh of renewable electricity, all powered by sustainably sourced biomass. This makes the facility one of the most prominent emitters of biogenic CO₂ in Denmark. The plan is to capture that carbon and store it safely underground, while generating high-quality, verified carbon removal credits (CDRs) that will serve as a powerful tool for climate finance and corporate sustainability goals.
This is not merely about reducing emissions; it’s about constructing a whole system around carbon removal. From the procurement of certified sustainable wood pellets and wood chips to CO₂ capturing and transportation for geological storage, the vision is to develop a fully integrated BECCS value chain. And the effect could be revolutionary—removing hundreds of thousands of tonnes of CO₂ a year, consistent with Copenhagen’s ambitious vision of becoming climate positive by 2035.

The Danish government is leaning into this momentum. With a dedicated USD 4.2 billion fund launched by the Danish Energy Agency in 2024, the country is backing carbon capture and storage technologies in a big way. The Amagerværket project is one of ten initiatives already pre-qualified for subsidies under this national CCS scheme, reinforcing its potential as a model for future climate solutions.
Parallel to the technical advancement, Elimini and HOFOR have also signed a carbon removal credit marketing agreement. Elimini will lead the commercialization of the verified CDRs produced by the project, facilitating access to high-integrity carbon removals in the market and mobilizing investment in actual climate impact.
Ross McKenzie, Chief of Staff and SVP at Elimini, called the partnership a “breakthrough” in scaling carbon removals. “Together with HOFOR, we’re building something truly first-of-its-kind—capturing biogenic CO₂ to reduce atmospheric carbon while generating robust, verified carbon credits that the world urgently needs,” he said.
From HOFOR’s side, the significance of the initiative is just as profound. “This is a pivotal step toward Copenhagen’s climate goals,” said Gorm Elikofer, HOFOR’s Chief Operating Officer. “By joining forces with Elimini, we’re not just developing a carbon capture facility—we’re laying the groundwork for a sustainable energy future that benefits our city and sets a new standard for the broader energy transition.”
For now, Elimini acts as a development partner, guiding the project through its initial phases and shaping its technical and commercial roadmap. If all proceeds according to plan, the collaboration could evolve into a formal joint venture, marking a new era for carbon removal innovation in Europe—and a major milestone for Denmark’s journey to net-zero.
